Functions
The objectives are to improve international market access, fair trading conditions and increase the competitiveness of South African agricultural producers, processors and exporters of all categories through participating in trade negotiations and implementation of trade agreements, trade research and trade intelligence. The directorate works closely with the Department of Trade Industry and Competition (the dtic). It is responsible for Agricultural input into the trade policy.
The functions that enable the directorate to achieve its objectives are:
- Advice on, develop and implement policies that improve access for South African agricultural products to international markets.
- Negotiate favourable and fair-trading conditions for South African agricultural product traders in bilateral and multilateral trade arrangements.
- Provide policy advice and trade-related information to the Minister, departmental management.
- Undertake trade research and provide trade information to the agriculture sector.
- Undertake training and capacity building on market analysis.
- Represent South Africa in international trade-related organizations and forums.

These functions are organised among the following five sub-directorates:
Sub-directorate: Bilateral Trade Relations - Africa
The Africa Desk is responsible for South Africa’s trade relations with other African countries, individually and through regional economic communities (RECs) such as the Southern African Customs Union (SACU), and the Southern African Development Community (SADC), East African Community (EAC) and others. Working with the dtic, SARS, National Treasury and DIRCO, the UNIT participates in trade negotiations (e.g., AfCFTA and Tripartite FTA negotiations) to protect and advance the interests of the sector. It further monitors the implementation of the SACU and the SADC FTA Agreements. The UNIT also monitors agricultural trade flows with the Continent and develops and implements trade strategies that contribute to broadening regional integration, the South African trade presence in Africa as well as to the development of Africa, in line with the Comprehensive African Agricultural Development programme of NEPAD.
Sub-directorate Bilateral Trade Relations- Americas, Oceania and Asia
The Desk monitors and analyse trade policies of countries in the mentioned geographical area. It further participates in trade negotiations/engagements with the countries in the mentioned geographical area The desk was involved and concluded an trade agreement between SACU and MERCOSUR (Argentina, Brazil, Paraguay and Uruguay), which are close to be implemented in the near future It is currently engaged together with the department of trade and industry in exploring trade negotiations between SACU and India with the aim of gaining improved market for value added agricultural products.
Sub-directorate Bilateral Trade Relations- Europe, Russia and the Middle east
The Sub-directorate Bilateral Trade Relations - Europe, Russia and Middle East, also known as Europe Desk, is responsible for South Africa’s agricultural trade relations with Europe, Russia and Middle East countries, individually and through Regional Economic Communities (RECs) such as the European Union-27, European Free Trade Association (EFTA) and the United Kingdom (UK)region. The Desk has been very instrumental during negotiations of all these free trade agreements South Africa has with Europe, Russia and Middle East countries and is currently engaged in facilitating implementation of such free trade agreements. South Africa currently has three free trade agreements with Europe, Russia and Middle East countries, namely SADC-EU EPA, SACU-EFTA FTA and SACUM-UK EPA. The Desk is also involved in the review of the SADC-EU EPA as well as the SACU-EFTA FTA.

Sub-directorate Multilateral Trade Relations
The Multilateral Desk implement South Africa’s rights and obligations under the World Trade Organization agreements related to agriculture in collaboration with other directorates in DALRRD and the Department of trade industry and Competition. Participate in some work related to trade of the Food and Agriculture Organization (FAO), and work of the International Grains Council (IGC), and other multilateral organizations with the focus on agricultural trade policy. It participates in the agricultural negotiations of the WTO Doha Development Round of negotiations in collaboration with the department of trade and industry. In this regard it engages with various alliance partners to work towards an equitable world trading system for agriculture with the focus on development.
Sub-directorate Trade Research
The Trade Research Desk is responsible for monitoring and analysing trade in agriculture products for optimizing the benefits of trade to the sector. It identifies the export constraints of the agricultural sector and advises the Minister and management and the industry. Its key functions are:
- Trade policy review and advocacy to develop trade strategies.
- Facilitating the availability of databases and models to assess trade potential and the impact of trade agreements on the sector and national economy.
- Trade potential analysis, market research, trade intelligence and information to support and promote the exports of agricultural products.
- Leveraging trade promotion support for agriculture based on the research outputs.
- The Desk utilises advanced international techniques in trade analysis and facilitates national capacity building in these techniques among economists and trade analysis.

MANDATE OF THE DIRECTORATE
The Directorate is mandated to facilitate and support the development of businesses to ensure transformation of the agriculture, forestry and fisheries sectors. The directorate contribute towards the achievement of the strategic goal of increased profitable production of food, fibre and timbre products by all categories of producers and also respond to Key Outcome 7: Vibrant and equitable sustainable rural communities contributing towards food security for all.
FUNCTIONS OF THE DIRECTORATE
The following are the functions of the directorate:
- Develop policy, norms and standards for SMME development in the sector;
- Develop strategies and programmes to support the development of SMME’s in the sector;
- Coordinate government departmental and provincial policy inputs and programmes with regard to SMME’s in the sector
- Manage the implementation of SMME’s development policies;
- Encourage and facilitate entrepreneurial development in the sector;
SUB-DIRECTORATES
The Directorate: Cooperatives and Enterprise Development comprise of the following three sub-directorates:
- BUSINESS DEVELOPMENT (BD)
The purpose of the Sub-directorate: Business Development is to assist in the creation, expansion and rehabilitation of businesses to become profitable and sustainable for growth and wealth creation based on mutual gains in the agricultural sector.
FUNCTIONS OF THE SUB-DIRECTORATE
The sub-directorate provides support to SMME’s in the sector through the following
- Facilitate the devising of different strategies for business sustainability
- Facilitate mobilization and access to resources
- Maintain linkages with established businesses
- Facilitate devising of alternative growth strategies with regard to expansion, working capital, reduction of transaction costs and niche products to promote business
- Identify and facilitate development of business opportunities and assist in implementation process
- Co-ordinate and support the development of agri-businesses
- Promote and identify terms of partnerships between emerging and established businesses
PRODUCTS /SERVICES
- Monitor the progress of the agribusiness and give appropriate advice
- Link projects with financial institutions for possible funding

- Provide capacity to SMME’s on business planning using the Agricultural Business Plan Guidelines

RURAL ENTERPRISE DEVELOPMENT (RED)
The purpose of the Sub-directorate: Rural Enteprise Development is to encourage and facilitate entrepreneurial development in the sector.
FUNCTIONS OF THE RED
- Devise entrepreneurial development growth strategies and identify partners;
- Promoting leadership development and entry of high-level skills into the sector;
- Advise on the status and needs of farming and agribusiness;
- Embarking on joint promotional activities to stimulate rural consumption and business interest in the sector;
- Promote and co-ordinate entrepreneurship development linkages;
- Maintain client database;
- Establish and promote mentorship and other support mechanisms;
- Facilitate the implementation and roll-out of the Agri-Appraisal Tool (AAT)

COOPERATIVE DEVELOPMENT (CD)
The sub-directorate: Cooperative Development is responsible for the development of smallholder farmers through cooperatives. This is done by way of mobilizing smallholder farmers into various types of cooperatives for collective sourcing of inputs and marketing of produce to take advantage of the benefits of economies of scale.
FUNCTIONS OF THE SUB-DIRECTORATE: COOPERATIVE DEVELOPMENT
- Develop national strategies, norms and standards and framework for the development of cooperatives in the sector;
- Coordinate and support the development of cooperatives in the sector
- Coordinate Interdepartmental policy inputs on cooperative development
- Maintain data base of cooperatives in the sector

- Facilitate establishment of cooperatives in the sector ( the guidelines to establish cooperatives and the framework for the development of smallholder farmers through cooperatives)
- Strengthen existing cooperatives through implementation of the Farmtogether Cooperative Training programme
- Facilitate mobilization of existing primary cooperatives into commodity based secondary cooperatives (Commodity Approach Model)
- Link cooperatives to support mechanism (finance, markets, value adding and agro-processing, inputs; training and capacity building

ABOUT US
The Directorate BBBEE Charters Compliance seeks to facilitate Broad–Based Black Economic Empowerment (BBBEE) in the Agricultural Sector; Forest Sector and the Fisheries Sector by facilitating the development and implementation of the Sector Codes or Transformation Frameworks in partnership with all the major Stakeholders in all the three sectors by:
- Promoting equitable access and participation of Black people in the entire agricultural value chain;
- De-racialising land and enterprise ownership, control, skilled occupations and management of existing and new agricultural enterprise;
- Unlocking the full entrepreneurial skills and potential of Black people in the sector;
- Facilitating structural changes in agricultural support systems and development initiatives to assist Black South African in owning, establishing, participating in and running agricultural enterprises;
- Socially uplifting and restoring the dignity of Black South Africans within the sector;
- Increasing the extend to which communities, workers, co-operatives and other collective enterprises own and manage existing and new agricultural enterprises, increasing their access to economic activities, infrastructure and skills training.
- Increasing the extend to which Black women, people living with disabilities and youth own and manage existing and new enterprises, increasing their access to economic activities, infrastructure and skills training;
- Empowering rural and local communities to have access to agricultural infrastructure, ownership and skills.
The implementation of the BBBEE in the agriculture, forestry and fisheries sectors is guided by the empowerment indicators as outlined in the Generic Codes of Good Practice as follows:

The agricultural enterprises are measured in terms of AgriBEE Sector Code, which was published on the 28th December 2012 in terms of Section 9 (1) of the B-BBEE Act 53 of 2003. The forest enterprises are measured in terms of Forest Sector Code, which was published on the 12th June 2009 in terms of Section 9 (1) of the B-BBEE Act 53 of 2003. The fisheries enterprises are measured in terms of B-BBEE Generic Codes of Good Practice.
JOB PURPOSE OF THE DIRECTORATE:
To develop and ensure compliance to the BBBEE charters.
FUNCTIONS OF THE DIRECTORATE:
- Formulate BBBEE policy, guidelines, and legal framework and management measures within the sector.
- Set norms, standards and minimum service delivery standards.
- Support the co-ordination by DAFF of BBBEE implementation and sustainability in the sectoral councils.
- Establish and maintain data base on BBBEE status and needs.
- Develop policies, norms and standards for the allocation of permits in line with the DAFF sector charters (AgriBEE, Forestry and Fisheries Sector Charter).
OBJECTIVES OF THE DIRECTORATE:
- Provide strategic leadership with regards to Broad Based Black Economic Empowerment within the three sectors (Agriculture; Forestry and Fisheries) through:
- Formulation of BBBEE policy, guidelines, frameworks and management measures for the sectors.
- Development of BBBEE scorecard for the sectors.
- Development and maintenance of BBBEE status and needs database.
- Development of policies, norms and standards for the allocation of permits in line with the DAFF sector charters (AgriBEE, Forestry Sector Charter).
- Development of norms and standards for the sustainability of BBBEE businesses within the sector.
- Development of frameworks for monitoring and evaluating the implementation of BBBEE within the Department.
- Provision of strategic advice to the DAFF management and units within the Department with regards to the implementation of BBBEE within the Department.
- Sustaining of BBBEE businesses within the sectors through:
- Conducting audits of BBBEE businesses to determine level of support required to achieve sustainability standards as developed.
- Managing the provision of support to BBBEE businesses within the sector.
- Developing and formalising partnerships to ensure that appropriate support is given to BBBEE businesses.
- Managing the roll out of relevant skills development programme.
- Oversee and provide support to the Charter Councils by:
- Preparing and submitting reports on Charter Council meetings.
- Consolidating Charter Councils’ reports into the Departmental annual report.
- Monitoring the activities of the Charter Councils.
- Providing secretariat support to the Charter Councils.
- Provide status reports on BBBEE compliance in the sectors by:
- Preparing and providing status reports on BBBEE compliance in the sector.
- Collating sector reports from the various verification agencies on compliance to the Sector Codes.
- Liaising with the other government Departments on non compliance to the Sector Codes.
- Collating sector information from businesses on the implementation challenges of the Sector Codes.
